Break at 10:35 Reconvened at 10:50 Efrain presented a brief slide show in memory of Wilfredo Lopez Luquis 2006 Seminar Update Seminar and follow up reporting is now complete 2007 Seminar Update Course documentation (per template) was shared with Board members, including photos of site and facilities, list of caves, descriptions of classrooms, etc. Harold and Nancy Chrimes were present and addressed all questions posed by Board members or other persons present. 2008 Seminar Ashburn and Hudson are working on a fixed site for SE Region to be finalized by 2007 Summer meeting. Other National Seminars Punches asked, and Board agreed, that proposals for future fixed sites and any upcoming rotational sites be presented at the Winter 2008 meeting. Mirza is working on a proposed fixed site in Indiana, possibly for 2009 Other possible sites – coordinate with International, Schoharie, etc. Nominations for BORC/Ed Committee Positions Education Committee Member-at-Large Greg Moore is incumbent and only candidate Ashburn moves, Mirza seconds to reappoint Greg Moore to the Education Committee Motion passes unanimously Announcements NCKRI has new Director, George Veni. May have possible grant money for education Discussion Items Recommendations from Education Committee Curriculum Updates – none at this time New Level proposal – not at this time Book Complete and available in a single PDF file. Water and diving aspects may be updated in time for this summer. Still needs review and field testing. Final version for NSS printing may still be loose leaf binder. Passed unanimously (new version posted to website) · Review of proposed changes to existing Policy for National Seminars (2005) Evans moves, Mosberg seconds to approve the changes as recommended Passed unanimously (new version posted to website) Instructor Test & Procedures The test has been implemented and used for two national seminars. Tracking instructor recertification dates is more complicated than in the past, but is feasible. The existing test will be posted to the website (without answers) once a larger pool of questions has been developed. To date, no additional questions have been submitted. Anticipated Seminars A list of anticipated seminars was developed and will be reported to the NSS via the National Coordinators’ report to the AVP Updates to the NCRC list for the Members Manual Coordinators updated there information for the Members Manual. Punches to forward to NSS. International Congress of Speleology Efrain Mercado and Roger Mortimer have divided responsibilities with respect to development of an international rescue techniques exchange. NCRC Scholarship fund Punches will seek clarification of NCRC donations re general fund or scholarship Equipment fund insurance Mirza moves, Seiser seconds that $1,000 per year be set aside from the General Fund, up to a maximum of $20,000 to self insure the equipment cache. Motion withdrawn Mirza moves, Seiser seconds that $10,000 be transferred from the General Fund to the restricted fund for emergency replacement of equipment. Mosberg opposed, rest in favor. Motion passes White moves, Seiser seconds, that the $10,000 emergency equipment replacement fund be invested in an income generating account that does not jeopardize the principal. Motion passes unanimously A Secretary will be appointed by John Punches Other Items at Discretion of Board Ashburn moves, Seiser seconds to transfer $14,670.51 from the General Fund to the Equipment Fund to eliminate the deficit in the Equipment Fund. Mosberg opposed, rest in favor. Motion passes. White sought clarification that expanded questions are being solicited for the Instructor Test, and offered commendation to the Education Committee for improvements in the Instructor Evaluation process. He recommended the Education Committee post questions from the Level 1, 2 and 3 tests (without answers) to the website for instructors to use when studying for their recertification test. Accepted by consensus. Good moves, Mosberg seconds that the Database Manager be requested to update the Instructor List and get it posted to the Web Motion passes unanimously.
